PARKS/BEACH MAINTENANCE TECHNICIAN General Statement and DutiesPerforms responsible unskilled and semi-skilled work in the repair and preventive maintenance of parks and recreation facilities including installation of equipment.
Distinguishing Features of the ClassAn employee in this class performs a variety of duties in the care and maintenance of town-owned parks and open space, including public accessways and the beach strand.
Work involves repair and maintenance of parks and facility equipment, custodial cleaning of public restrooms, mowing, weeding, planting, trimming and pruning, as well as trash removal.
Work also involves the use of landscape and construction equipment.
The employee enforces all Town rules and regulations pertaining to these areas.
The position requires the ability to deal tactfully and courteously with the public.
Must present a professional image to the public in both conduct and appearance.
Work is performed under the direction of the Parks and Recreation Director/Assistant Town Manager.
Employees are subject to working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibrations, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils.
Work is also subject to the final standards of OSHA on blood borne pathogens.
Employees are also subject to on-call and call-back work.
Work is performed under regular supervision and is evaluated through observation and inspection for adherence to instructions and standard trade and safety practices.
Essential Duties and Tasks Performs maintenance of town-owned parks and open space including weeding, mowing, and fertilizing; plants, waters, trims, and prunes landscaped areas; clears sand and debris from streets, walkways, and other areas including beach accesses; applies herbicides and pesticides to landscaped areas (as permissible); removes beach and park trash and empties trash cans.
Safely operates various landscape and construction equipment including power and hand tools, mowers, tractors, loaders, blowers, and UTVs.
Maintains tools and equipment; adheres to safe work practices; serves as liaison to the Beautification Club.
Performs installation and maintenance of mats on the beach strand and at accesses, including sand and debris removal.
Cleans park facilities and buildings; maintains inventory of cleaning supplies, cleans restrooms and removes trash, sweeps and mops floors; removes trash from beach.
Installs and repairs park equipment.
Inspects facilities for needed repairs and performs repairs; reviews maintenance needs with supervisor.
Performs general clerical functions; receives and inventories park supplies and materials.
Provides customer service to park patrons:
assists with customer needs:
responds to emergencies.
Explains and enforces park and beach strand rules; reports suspicious activity to supervisor or law enforcement personnel.
Assists as needed with concerts and special events.
Participates in various event preparation and clean up, decorating, equipment servicing and related tasks.
Follows oral and written instructions and demonstrates the ability to work a flexible schedule with emphasis on working weekend hours.
Must be self-motivated and able to work independently.
Completes work order forms.
Performs other duties as assigned.
Recruitment and Selection Guidelines Some knowledge of the tools, materials, and equipment used in general maintenance and repair of park facilities.
Working knowledge of common hand and power tools.
Working knowledge of the safe use and operation and preventative maintenance of common automotive and mechanical equipment.
Skills in customer service excellence and teamwork.
Ability to perform unskilled tasks independently without close supervision.
Ability to establish and maintain effective working relationships with supervisors, co workers and the public.
Ability to read service manuals and to understand and follow oral and written instructions.
Ability to complete simple reports.
Physical Requirements Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.
Must be able to perform very heavy work exerting up to 100 pounds of force occasionally; 50 pounds of force frequently; and 20 pounds constantly.
Must possess the visual acuity to operate mobile equipment in a safe manner and make written records.
Desirable Education and Experience Graduation from high school and experience in maintenance work; or an equivalent combination of education and experience.
Preferred qualifications include post high-school credit; N.
C.
Pesticides Application License; Certified Playground Safety Inspector.
